Children and Youth Mental Health Treatment Act (CYMHTA)
The Children and Youth Mental Health Treatment Act (CYMHTA) (C.R.S. 27-67-101, et. seq.), also called House Bill 18-1094, allows for families to access mental health treatment services for their child or youth. CYMHTA is an alternative to child welfare involvement when a dependency and neglect action isn’t warranted. CYMHTA funding can be available when there is no other appropriate funding source for treatment, such as private insurance.
To be eligible for the Children and Youth Mental Health Treatment Act, a child or youth:
- Must have a mental health diagnosis
- Must be at risk of out-of-home placement
- Isn’t eligible for Medicaid
- Accesses the program prior to their 18th birthday
- Doesn’t have a pending or current dependency and neglect action with child welfare

COACT
COACT 4.0 High Fidelity Wraparound
In partnership with the BHA and SAMHSA, Signal is responsible for developing a network of High-Fidelity Wraparound (HFW) providers, to expand and sustain the System of Care approach for children and adolescents with serious behavioral health challenges and their families. HFW is an evidenced based model of individualized high intensity care coordination through planning and facilitation with the family’s identified team, following a series of steps to help the young person and their family reach success and remain in their home, school, and community.
At present, those eligible include children and youth ages birth to 21 years who reside in Arapahoe, Bent, Crowley, Douglas, Otero, and Prowers Counties.
